Manuel is an Indigenous CHamoru Communication scholar from Guåhan (Guam) with research interests in digital activism, social movements, and alternative journalism in decolonization movements of Micronesia and the broader Pacific. He is an experienced journalist, podcaster, researcher, and policy analyst. He holds a Ph.D. in Communication Studies from Auckland University of Technology.
